Dear Sir,
Introduction:

I was asked by the ministry of law of Punjab to report on the lifting of cars and motorcycles in Lahore .This report  describes the causes and the security issues due to car and motorcycle lifting that affects the citizens of Punjab in general and those of Lahore in particular.

I observed different cases of lifting of cars and motorcycles in different  areas of  Lahore and the observations are as follows:
These  are a number of incidents which  were recorded regarding the lifting of cars and motorcycles in Lahore. 40 bikes and 25 cars were stolen in various parts of the city in March, April and May respectively.

 The major cause of cars and bikes lifting is the lack of proper parking places. So, people are compelled to park their cars and bikes on inappropriate places which lack a proper security. As a result, it becomes easy for criminal gangs to lift cars and bikes.

It is an alarming matter for police and low enforcement authorities. I have personally investigated in to the matter. Last week C/A police have arrested two gangs, which were involved in lifting of cars and motorcycles. During investigation, the members of these gangs  revealed  that they lift cars and motorcycles from different  parts of the city. After lifting , they used to sell them to other criminal gangs in Peshawar and surrounding areas on a very low price.

Suggestions/Recommendations:

TV , Radio and Newspaper should start a campaign to create awareness about the prevailing situation and a sense of personal safety among the citizens. If an appropriate parking area is not available then the citizens should park their vehicle at a secure place where they can easily keep an eye over their vehicle. After parking, citizens should must lock their car or bike. City patrolling police should be made more active. Parking should be extended and new parking areas should be constructed. Car security alarms should be provided on economical /reasonable prices. 

Conclusion:

In the light of the above observations, I can conclude, that the feeling of insecurity and uncertainty is prevailing all over the city. If  the rate of increasing car and bike lifting in Lahore remained unchecked, it  can lead the citizens to an alarming level.
It is an ever increasing social evil and must be eradicated from society as soon as possible. The ministry of law of Punjab can play a vital  role in this regard and I hope that my investigation will prove a smooth way for them to bring Considerable improvements.
